Ronald W. Hunter, REA

Ronald Hunter is
a Registered Environmental Assessor and Vice President of Insight Environmental Consultants. He serves as lead
Project Manager on environmental compliance programs and air quality
impact analyses. He has extensive experience in all phases of
environmental compliance systems and programs covering over 25 years.
He has proven expertise in organization and management of audits at
various industrial facilities to determine their compliance status with
existing and forecasted environmental regulations.
He has
managed and led large-scale efforts to examine several clients'
readiness to operate under Title V of the Federal Clean Air Act that
included reviewing over 20,000 permit conditions. He also conducts
and manages Air Quality Impact Analyses for residential, commercial,
industrial and land use development and planning projects.
He has prepared
and submitted numerous applications for emissions permits before the
U.S. EPA as well as regulatory agencies in California, Texas, Louisiana,
Oklahoma, Kansas and Montana. Mr. Hunter has negotiated numerous
settlements with various regulatory agencies including the U.S. EPA,
Oklahoma Corporation Commission, Kansas Department of Health and
Environment, Louisiana Department of Environmental Quality, South Coast AQMD and Santa Barbara, Ventura and San Joaquin Valley APCDs.
Mr. Hunter has
managed large remediation efforts involving the activities of numerous
contractors at multiple sites. These projects entailed multi-million
dollar budgets – many of which were completed with significant
savings.
Mr. Hunter has
experience in the litigation of CERCLA cost-recovery cases, including
de minimis settlement negotiations with the EPA and cost allocation
among potentially responsible parties. He also advises clients on
environmental aspects of business transactions, including acquisitions
and divestitures of contaminated and remediated sites.
Mr. Hunter has
experience in civil litigation, having directed counsel and provided
technical and regulatory advice in depositions and discovery. He has
participated in, conducted and directed mediation and settlement of
numerous environmental matters.
Mr. Hunter is a Registered
Environmental Assessor through the California Environmental Protection
Agency Office of Environmental Health Hazard Assessment and has
conducted many Phase I Environmental Assessments. He is also a
Certified Arbitrator with the National panel of Consumer Arbitrators
where he has arbitrated numerous cases.
Additionally, Mr. Hunter
is currently on the Board of Directors of the Golden Empire Chapter of
the Air & Waste Management Association.
