Douglas McCormick
is a Professional Engineer and President of Insight Environmental
Consultants, Inc. As a Certified Air Permitting Professional (CAPP),
Mr. McCormick has prepared and submitted numerous applications and
engineering evaluations to the San Joaquin Valley Air Pollution Control
District. These applications requested Authorities to Construct for a
wide variety of projects ranging from administrative changes to existing
permit to major development projects.
Prior to becoming
a consultant, he acquired over nine years of experience in managing,
coordinating and conducting multi disciplinary environmental analysis
while with the Kern County Air Pollution Control District (APCD). Mr.
McCormick provides expert assistance with issues associated with air
quality issues including interpretation of proposed and existing rules
and regulations, permitting, emission reduction credit banking covering
a variety of industries such as petrochemical plants, refineries,
smelters, mining operations, crude oil production, agriculture
operations, cogeneration facilities, power plants and various
manufacturing operations. He is familiar with the design criteria of
air pollution control equipment and techniques utilized by these
industries and has special expertise in their design and regulation.
He has prepared
applications for and obtained authorities to construct which resulted in
permits authorizing modifications of major almond and pistachio
processing operations, modification of molding operations and numerous
oilfield installations. He has obtained numerous emission reduction
credit banking certificates adding assets worth several million dollars
to our client’s emissions inventories. He has also prepared or assisted
in the preparation of applications for federally enforceable permits in
accordance with Title V of the Clean Air Act as amended in 1990.
Mr. McCormick has
also managed and led numerous facility audits to determine the
compliance status of our clients operations. He has compiled and
submitted corrective action plans and directed permitting actions to
place the operations in full compliance with such regulations as Title V
of the Clean Air Act.
He has evaluated,
prepared and certified SPCC plans, participated in Phase I and Phase II
site assessments, prepared Air Quality Impact Assessments, participated
in the preparation, revision, and audits of RMP/PSM documents.
